how do i delete the Microsoft Office Picture program from my PC?

i need to delete this program and i have put a fire wall against it but it
keeps coming back up. will somebody please help delete this

Run Office Setup then you should have an option to modify your current
installation and be able to select not to install Picture Manager....

If you can not modify then you will need to try an uninstall then reinstall
using a custom setup to deselect installing Picture Manager....
