How do I eliminate a toolbar from all my templates? I don't need.

I have a toolbar that I never use. It is occupies a full row of space and
therefore takes up a good portion of viewable space. What setting do I
change so that it no longer comes up by default. "Hide" will not change
this, nor will unchecking the toolbar, nor will customize delete. Those
actions only change the display for that document.

Open the template the toolbar belongs in. Select customize. Hide the
thing. Dirty and save the template. If pain persists, blow away the
Word data key before repeforming, and ensure no other global templates
are loaded at the time.
