How do I eliminate restrictions to opening hyperlinks in emails?

When I click on a hyperlink in an email, I get this message: “This operation
has been canceled due to restrictions in effect on this computer. Please
contact your system administrator.†I just started receiving this message on
my private laptop that is not connected to any system. How do I remove the
"restrictions"?
