How do I enable the welcome screen for fast user switching on win.

I have Cisco systems wireless and at school the computer tech. guys did
something to fix my wireless and now I dont' have the fast user welcome
screen anymore wtih the picture. When I try and fix it, it says I have to
uninstall cswGina.dll to have the welcome screen. I don't want to uninstall
my wireless because then I won't have Internet.
