How do I insert a "wait" in Outlook 2007 Dialer (NOT a Pause).

I need the dialer to wait for me to restart the dial sequence. The time

No you aren't. You're in an Outlook group.
Last I knew, a comma = a 2 second pause. You can confirm by asking in the
correct group. You are still not asking an Outlook question.

I haven't used the dialer in years, but try a @ or $ - those are common
codes for modems. If I recall correctly @ is wait for silence and $ was just
wait, but again, it's been forever since I used a modem or dialer and I'm
old and forgetful so you'll need to test them.

Totally up to the command set used by your modem. Consult the manual that
came with it. For the standard Hayes command set (the AT commands), a "wait
for dialtone" command is "W", so a dialing sequence would be

ATDW123-4567

The wait cannot exceed the value of the timeout in the S7 register. So, the
answer is: either specify the phone number in Outlook as "W1234567" or, in
the dialing properties of Windows, add a "W" to the prefix.
