How do i lock a client databse within outlook.

we have a client directory of 200. the users here are dragging and dropping
the clients from the database into their own contacts folder thus removing
the cleint from the databse. How can i prevent this from happing.

its a exchange 5.5 server, clients running office xp 2003.
