How do I make a special stationary theme for Outlook?

I've got a client that wants to have a standard company stationary for
Outlook. Nothing fancy. How do you make one and then easily distribute to
the masses? I'm guessing that this is a pretty standard thing to do but I've
not been able to find simple instructions - at least not yet.
