How do I make custom email stationary?

I use Office 2003 as my email editor. How do I make stationary with my
picture and some text, on a colored background. I would like the stationary
to be used on every email just like a signature.

Keep in mind that customers may be turned off by many graphics on email
messages. We use both text and stationery relevant to the customers
preference.
