In OS 9 and OS X versions prior to 10.3, this is done via the Internet
Control Panel.

In OS X 10.3, you set the Default Email Reader by opening the Mail program
and choosing Mail > Preferences > General > Default Email Reader.

Actually, in OS X versions prior to 10.3, this is done in the Internet
Preferences pane of System Preferences.
