How do I make it so users cannot access some fields but can acces.

Hello,

I am creating a request form for off-site staff to use. The top part of the
form will have fields for the staff to enter data. The bottom half of the
form will be for someone to either accept or deny the request. I would like
the form to be protected, so the only fields they can fill out are those in
the top half of the form. They will email it in to us and someone will accept
or deny using text and check boxes. Can anyone help me? Naturally, I don't
want the wrong people being able to accept or deny the request.
