How do I send an E-Newsletter so it looks the same to everyone?

I am trying to send my E-Newsletter and want it to look the same to everyone;
however it is not. Some people get the email and the logo comes across
bigger or takes up the whole page, font looks different, etc. How do I
ensure that it looks the same to everyone. I use Outlook for sending my
emails and Publisher for creating the E-Newsletter.

The only way to guarantee it looks anywhere near the same for everyone is to
convert the file to PDF.

HTML is not a format designed for a perfectly uniform look, and Publisher
isn't particularly good at outputting HTML anyway.

Thank you; however, I would like to send it within the email, not as an
attachement. Is there a better program to do this with rather than
publisher? PDF won't work for that purpose.

Thanks for the info; however, when I save it as a web page, it does not come
out looking the same way as it was designed. Any hints on how to fix that?

The article pretty much spelled it all out. As you probably experienced, when you
convert any Publisher document to a web page, lots of things change.
This is what it says in the article
Graphics and pictures in your Web publication may appear in different positions when
compared to the original .pub file. The insertion of the text boxes can cause
graphics to shift positions. If this is the case, you may want to further modify your
publication before you send it to others to view. To do this, open your publication
as a .pub file, and then make the necessary changes. Save it again as a .pub file,
and then save it as an .mht file. For instructions about how to do this, see steps 1
through 3 of the "Save Your Publication As an .mht File" section.
