How do I set up a tickler or alert mechanism in Access?

I have a project the requires an alert for upcoming dates. Does Access have
any thing other than a query that will do a tickler?

When a user opens the database I run the query first and see if it has
any records. If it does have records I then display a form based on
the query. I never give the user a query to look at as I feel a form
looks much nicer and gives the ability to add other things such as
View buttons to look at details, etc, etc.

And, of course, the user can open this form any time from the menu.
