If every page has a different background, then it's probably easiest to
anchor each background graphic to a paragraph on that page and format
the graphic layout as "behind text". If, for example, you want pages 1
thru 10 to have one background, pages 11 through 20 to have another
background, etc., then you can put section breaks between each group of
pages, turn off "same as previous" in the headers and footers of each
section, and anchor the desired background graphic in each section's
header or footer.
