How do I setup rules so they don't become inactive (unchecked) wh.

I have multiple users on my computer using Outlook (Office 2002). Each of
them accesses a different POP3 mailbox. I have set up some rules to move the
mail from the different users into folders. Everytime, I come back into
Outlook, those rules have become inactive (unchecked). How can I make it so
the rules remain active?
