How do I shut off Digital ID?

I keep getting Digital ID ND ENCRYPTION MESSAGES WHEN i TRY TO SEND EMAIL
MESSAGES. i HAVE TRIED TO SET UP A PERSONAL ID, BUT CANNOT.
tHEREFORE, i WANT TO DELETE OR TURN OFF DIGITAL ID, ESPECIALLY IN OUTLOOK
EXPRESS. IT IS A PAIN IN THE NECK!

Outlook is a part of Microsoft Office and is what this group supports.
Outlook Express is a part of Internet Explorer and has its own news groups.
