how do i synchronize my yahoo e-mail to outlook e-mail

Im trying to set up my outlook e-mail, i want to synchornize it to my yahoo
e-mail, i keep getting an error message

You can add Yahoo email to Outlook as a POP3 account. Yahoo require a fee
for that access.

Sorry about the blank email...first time. Does it work the same for
sympatico? I have been trying to get that mail into my Outlook without
success.
