How do I troubleshoot my mail notification systems?

I set up the "play a sound" and receive a new mail notification options in
Tools, Email, advanced settings, but I'm still not being notified when new
mail arrives. I don't even have the Outlook mail envelope on my windows
taskbar. How do I fix this problem?
