How do I turn on hyperlinks?

One of my users is using Outlook 2000 and when she clicks on a hyperlink in
(any) email sent to her, nothing happens. Outlook recognises that they are
hyperlinks and displays them as you would expect. I can't find a setting to
turn this feature on or off. Anybody have an ideas why IE does not launch
and display the page? Machine is running XP Pro SP1 and Office 2000 SR1.
