Unless you have a paid account , or use yahoo UK then you can't.

Thank you Gordon. I live in Totola, British Virgin Islands so will need to go
into Cable and Wireless to find out what the ISP address is.

But how come you can use Outlook Express with an account like Hotmail?

Well you can't do that anymore, unless you pay.
