How do you change the max size of a distribution list..

The client is Outlook 2003 and the back end is Exchange 2003. I can’t find
the setting in System Mgr. or AD that will allow the end user to create a
distribution list with more than 150 members from Outlook contacts. Any help
would be greatly appreciated.
