How do you format in 28 line pleading paper?

the template only has 25 lines and won't accept 28 nor will it accept a
different font.

You didn't mention the version of Word you're using,
but when you create a new pleading from
File=>New=>Template on my computer and choose the
Pleading Wizard, can you select 28 as the number of
lines per page in the 'Page Layout' selection?

The 'line numbers' are actually text box created
on the left margin of the page that you can access
through View=>Header/Footer

The font sizes are taken from your 'Normal' style
in Word for the pleading document.
