how do you get orange colors in outlook 2003?

I have Outlook 2003 installed on WIndows @003 Enterprise version.
Somehow it doesn't have the new cool highlighted orange button scheme.
It still shows gray buttons and Calendar underlines the current time
instead of showing an orange glow. How do you get that coloring
scheme? I couldn't find a way to change it.
