how do you turn on layout tables and cells task pane? method sugge

someone please help me with this!!!!!!!!

I am laying Out Web pages with tables in front page 2003 and i am having a
hard time trying to turn on layout tables and cells task pane. It appears but
i can not select anything such as: insert layout table, insert layout cell..,
table properties and more

FP2003: The Layout Tables and Cells options are unavailable (grayed out)
1.. You have View | Reveal Tags enabled - disable it.
2.. You are editing a page that uses Shared Borders. Layout Tables and
Cells and Shared Borders appear to be mutually exclusive.
