Realize that Outlook is not a newsreader.
You can only add a link to your newsreader on your menu bar.

Microsoft Outlook Express is a decent news reader. You should find it
already installed on your workstation. If you haven't run it before the
wizard will automatically start and ask you what you would like to setup.
Follow the steps and you should be golden.
