how to change the language in the menu?

anyone know how to change language in the menu or taskbar?

Not an expert on this topic, but my understanding is that you need to
purchase 'language/country' specific software to have a different language
on the menu bars (ie. in certain regions of Canada I know Microsoft has a
French language version of Office).

For Office XP and Office 2003, this ability is provided via the
Multilingual User Interface (MUI) Pack. The MUI Pack is not available as a
stand-alone product. Instead, it is included in 3 English-language versions
of Office 2003 Editions.
