How to combine None and Normal importance emails as a single group?

In my Outlook 2002 Inbox I want to group emails in three (3) groups - High,
Low, and None/Normal Importance.

At the moment, all I seem to be able to get are four (4) groups - High, Low,
None and Normal Importance.

I don't want the None and Normal Importance emails separated, but combined
and viewed as a single group.

Any advice?
