File > New > Web package solution and then select Weblog.

However it requires hosting on a Sharepoint Services Server.

No that doesn't do it. I was trying to ask if you could provide
the URL of a blog that has been implemented by somebody
using SharePoint. My fault for not being clearer...

Google for sharepoint blog and you'll find several.

You can create a blog without using SharePoint, However the one included FP 2003 requires WSS
