How to create and share a distribution list externally?

I've created an Outlook 2003 distribution list (v. that includes internal
staff and external (customer) members. I want to share that distribution
list with all members. I can forward it, but the recipient participants only
get one of hte email addresses (usually mine or the first one listed).

Is it possible to forward distribution lists? It isn't including all of the
participants whether a staff member or a customer (outside our internal
network) is opening it.
