How to decrease tab using backspace key and maintain internal out.

How do I decrease tab in a word document involving an outline by using
backspace? I can do this randomly, whereas with tab, it automatically
increases the tab forward.

Backspace will delete a tab character if one is present. To use tabs and
backspaces to indent, however, you must have the appropriate option checked
(and since you don't tell us what version of Word you're using, I can't tell
you what that option is). Tab and Shift+Tab will demote/promote outline
levels if this option is enabled.
