How to enable Hyperlinks in Office 2003

In Office 2000 I was able to type an email address in word or excell, the
type turned blue and created a hyperlink to a new email send page in outlook.
This function no longer works in Office 2003...
It comes up with an error message.
""This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator""
I am the Administrator....Where do I go to make the necessary changes.......?
