Error 4064 occurs when SQL Server fails to make a connection. Check the server name in your connection string first. Make sure SQL Server is running through SQL Server Configuration Manager or Services.msc. Confirm TCP/IP protocol is enabled in Network Configuration. Ensure the SQL Server instance is configured to allow remote connections (Server Properties > Connections). Verify connectivity by using SQL Server Management Studio (SSMS) or Telnet on the server port (default 1433). If named instances are being used, ensure that the SQL Browser service is active. Reset logon credentials if authentication fails, and verify that firewall rules permit SQL Server traffic.
