How to import address book to Outlook Express from hotmail account

Is there an easy way to import the Hotmail address book from Hotmail
on the web.

I am changing over to a POP3 account but am not relishing the thought
of transferring the hundreds of people in the address book that is
currently in the hotmail acct.

I am a volunteer for my kid's school and am trying to help them get
their computer stuff straightened out. It would seem if I just setup
Outlook Express to handle the hotmail it should import if
automatically, yes????

Is it possible to import into the address book from an excel file?
Something called a csv format?? I'm not sure what that stands for,
but I've seen reference to something like it on occasion.

If I setup a mailing list of all parent of the students in excel,
couldn't that be used to them create the address book information?
