How to make the "new call" window "create a journal entry" check .

When I make a call from a contact I get the "new call" window. The "Create a
new journal entry for this call" check box is not checked all the time. I
want to default to create a new journal all the time. Most of the time it is
checked. Any suggestions welcomed.
