How to prevent changing to 'default follow up flag' color

Does anyone know a way to prevent changing of the default follow up flag
color via group policies? I loaded the MS Office 2003 ADM files into a new
group policy, but was unable to find an option that allowed us to alter the
default follow up flag options. So, I wrote my own GP that allowed me to set
this option. I load my personal ADM file and set the default flag color to
"green" (for example), however it appears that end users are still able to
change the follow up flag color and it doesn't get reset until they restart
Outlook.

Any ideas?
