how to protect from insert, delete, resequence worksheet in workbook

dear all,
how to protect the workbook or disable user from tampering the
worksheet? i do not want user to insert new worksheet, delete existing
worksheet, resequence the worksheet. how to write a simple script to
disable user to do all these.
