How to pub expandable JPEG on picture page?

I'd like to publish a JPEG (1200 pixels high) on a page and permit the viewer
to re-size as we've all seen with the mouse, lower right. How do I set it
up in Frontpage 2003? I can't seem to locate the option anywhere!

There is no option in any version of FP that will allow a visitor to your web site to re-size a
image.

First thing, that is a browser function, not an internet nor an html
function.
Second thing is that it only happens when displaying an image by itself, not
as part of a page

Our image will be called image.jpg
www,domain,com/image.jpg will have that feature, browser dependant
www,domain,com/image.html will not have the feature, regardless of the
browser

Just link directly to the image, without placing the image on an HTML page.
In other words, to view the image, the user clicks a link which looks
something like this:

<a href="myimage.jpg">View large resizable image</a>

....which causes the browser to load the image into the browser window
directly (rather than as part of an HTML page). The browser window can then
be resized, as you've seen.
