How to reply the message that the text goes to the top of page?

I use OS X 10.1.5. Please someone teach me how to set up the replying
message goes to the top of the incoming message without moving the
cursor. Thank you!!

Preference: Mail & Reply & Forward: check place insertion before
quoted text.
