how to retain active hyperlink in protected document

I am creating a combination text/images/form document. I need to retain the
table of contents and cross-references while at the same time protecting the
text/images/orm text from accidental changes by students.

How do I protect the information in the text etc. while leaving the students
free to click on the table of contents, jump in cross-referendes, and fill
out the form questions.

One way might be to have the items you wish to protect in sections by
themselves. Then you can Protect the document for forms, but only protect those
sections. The TOC, the headings that the TOC links to, the cross-references &
their targets would all have to be in unprotected sections in order to work.
