How to set all mail to go as HTML

I'd like the HTML option to always be on when I send or respond to any
email. Right now I have to go up to the OPTIONS drop down, on the email
template, and choose HTML each and every time...how can I make that a
permanent setting, or make it the default.

It's a preference. Compose-> Select from popup HTML.

If you subscribe to a talk list, be aware that most do not allow HTML.
