How to set default on Select Names window?

I clicked on: (1) New Mail Message (2) To.

A window named Select Names appeared. I pressed down arrow and changed the
contents of the Select Names window from Select Names: POP.ATT.YAHOO.COM to
Select Names: CONTACTS.

How can I set the default setting for the Select Names window?

What do you mean by Address book view? I looked on the View menu?

When you open the Outlook Address Book, that is the address view of your
contacts.
