How to set Rules to automatically run during mail retrieval

I have rules set in Outlook 2003 but, in order to execute any rule, I have
to go to Tools, Rules and Alerts, click on the button for Run Rules Now,
select the Rules I want to run, and then run them.

I have numerous rules checked in the mail E-mail Rules panel and, as I
understand it, those rules should be automatically applied when retrieving
email. But, they are not; I have to manually run them as stated above.

How do I get Rules to be automatically applied to incoming mail?
