How to set this filter?

A project has 2 columns: Task ID and %Completed. The rows have the following
values:
1000-1st 100%
1000-2nd 0%
1000-3rd 0%
2000-1st 100%
2000-2nd 100%
2000-3rd 0%
3000-1st 100%
3000-2nd 0%
3000-3rd 0%

The 1st 5 characters of the Task ID indicates the group the rows belonged
to. I want to have a filter which will yield the first 3 rows and last 3
rows since the row containing 1st has 100% and the row containing 2nd has 0%.

Can't be done with a simple filter. For filtering each row is independent.
Either that task meets the criteria or doesn't. It can't be dependent on
another task.

To do this you need to write some VBA code which would set a flag or
something similar and then filter based on that flag.
