How to stop offline email retrieval from POP3 account

Outlook continues to download email from a POP3 server
even when Outlook is closed and the workstation user has
logged off the machine. We have checked the settings
under Options, Mail Set Up, Send/Receive. Is there
another reason we are having this unwanted result? This
prevents a user from retrieving mail remotely, since mail
is not remaining at POP3 server for remote pickup.

Absolutely impossible. You may _think_ thats what's happening, but unless
Outlook is running it CANNOT retrieve mail, no more that your automobile can
drive to the store and buy groceries by itself. Perhaps another computer
has that same POP account defined and continues to run Outlook.
