I have WinXP Pro and OfficeXP. I did have my Chinese
added to XP but never was able to change Language
settings or seeing any toolbar reflecting it.

I assume that you added Chinese langauge to WinXP by double clicked
"Regional and Language Options" in "Control Panel", then selected
"Languages" tab, and checked the "Install files for East Asian languages"
checkbox. If this is true, you have two options.

1. Set your language preference to Chinese by
1.1 Double clicked "Regional and Language Options" in "Control
Panel"
1.2 On "Regional Options" tab, you will see "Select an item to match
its pereferences....."
1.3 Click dropdown list and choose "Chinese (PRC)" for PinYin input
or "Chinese (Taiwan)" for Taiwanese style. Then click "OK" and that's it.

2. Add only Chinese Keyboard Input by
2.1 Double clicked "Regional and Language Options" in "Control
Panel"
2.1 Select "Languages" tab
2.3 You will see "Text services and input languages"
2.4 Click "Details" button. This will launch "Text Services and
Input Lnaguges"
2.5 On "Settings" tab, click "Add"
2.6 Then choose "Chinese" from dropdown list. Then click "OK" and
that's it.

May be I didn't understand your question clearly. What kind of change from
English to Chinese do you want to do? Changing the Office menu? And what
kind of Chinese do you added? Is it Office XP Chinese language pack?

I have Chinese PRC added to XP Regions and Languages
since it did not work for me I resorted to the help in
Word and was suggested to use MS Office Tools-Lang.
Settings and it did prompt for Office CD and all that and
even resatarted XP for me. And yet when I open Word it
would still show English being the Language and will
reflect Chinese when I read incoming mail in Outlook but
changes to English when I start typing my email reply.

Is this happen in Office only or happen in all softwares on your machine?
Can you type chinese in another application like Notepad?

Please also see the attached picture. Do you see this icon in your bottom
right of your screen?

This happens to the entire machine. I'd be OK if I can
enter Chinese via any application or utility program. I
don't have any tools reflecting language selection as I
revealed to you before.

Did you install the Input Method Editor for Chinese? You should see the
language bar either at the top/bottom right corner of screen or in the
system tray. It should show the language as EN. You need to click on the
"EN" and select "Chinese". You also need to change the input type to
something like Hiragana.
