How to view a web site on VCD

Is there anyway to put a web site on a CD so it can be
viewed on a TV with a DVD or VCD Player?

If you take screenshots of them all, you can then use Nero Burning ROM
(or similar) to create a VCD with the pictures and a menu.
You can of course not have any kind of interaction.
