I would suggest obtaining a manual for the version of Publisher you are
using, and reading it. Most of the manuals have plenty of details on how to
create a **brochure** (I am trying to be subtle here)

I also have some templates listed at my site. http://www.kvalheim.org

If you are using Microsoft Office Publisher 2003 you will find that if you
do a search for "brochure" you will get 30 hits for Publisher templates
online for brochures.

Try going to File > New and choose a Brochure Wizard as well.

I agree. I also think they should improve them much more and replace the
ones that are a bit long in the tooth.

The thing is Brian, somebody has at long last put on a thinking cap for
templates.
They will not use bucket loads of ink or toner, are in the large majority,
well laid out and planned, and relevant to what people want and need.
Even if there is not a suitable template for their needs, it would not take
much to change any of them to suit their needs.
Whoever did the Publisher templates, overall did a grand job.
