HTML Newsletters

We have been sending Publisher produced newsletters for the past 18 months or
so. I have recently noticed a number of the emails with Adobe attachements
bouncing back. I suspect this is due to firewall filters. Can I produce the
e-mail in HTML format from Publisher? If so how? If this cannot be done, any
suggestions would be greatly appreciated.
