Hyperlink bar selections require ctl key for selection

I prepared a linkbar with several pages linking back to home page. The links
were established, but I am forced to place the mouse over the page to be
linked and select the control key while making the selection. I want the end
user to be able to simply select the pages using the mouse (without the use
of the ctl key).

I am two hours into Front Page and can't find the answer in any of the
documentation. Any help you can provide is appreciated.

This is how links function within the Normal (Design) view of FP. Try the same
thing in Preview In Browser to see how it will actually work.
