Hyperlink only flashes, will not open

We are using a hyperlink in our application to allow users to link each
database entry with a scanned letter in .pdf form. So, for example, when
they look up and see that ABC Company is in our database, they can click the
hyperlink and it will show them that company's business license. When some
users click on the hyperlink, the .pdf doc will flash on the screen really
quickly and disappear. Is this an Access or a systems issue? ANY help would
be greatly appreciated as I can't find anything in the settings that will
allow certain users to view the doc.
