Hyperlink target to new window from shared borders within a theme

I'm trying to insert a hyperlink in a shared border/theme with navigation that will open a new window. The theme seems to overide the hyperlink target frame. This is for a link that is off site and I want to enusre the user stays on my site until they chose to leave

Any ideas/suggestions
